Legitimate service animals absolutely belong on cruise ships

Legitimate service animals absolutely belong on cruise ships. But I want to hear your opinion on this… The same little dog I saw the other day getting dragged down the stairs was going to lunch in the buffet like he had reservations. From a sanitation standpoint, does this cross the line, or is it perfectly acceptable? I’m genuinely curious where everyone stands on this.
