Victoria, BC Cruise Port — Great City, Terrible Timing (NCL Alaska Cruise)

We had less than 4 hours in Victoria, BC — docking at 8pm and sailing again at 11:59pm on our NCL Alaska cruise. We heard that the Afternoon Tea at the Fairmont Empress was one of the top things to do but wasn't realistic with that window, so we didn't book it. Here's what we found open (and closed) near Ogden Point, why the itinerary's timing matters more than the port itself, and what we'd tell you to check before you book your own Alaska cruise. Victoria, BC is a required stop on most round-trip Alaska cruises out of Seattle — foreign-flagged ships have to call at a foreign port under the Passenger Vessel Services Act (often mislabeled online as the Jones Act, which actually covers cargo shipping, not passenger cruises). We knew that going in. What we didn't know — and what nothing told us ahead of time — was that our specific arrival window would land after almost everything in town had already closed for the night. That's the real story here: not a port we didn't research, but a mandatory stop where the timing meant there was almost nothing left to do. We think cruise lines could do passengers a real favor by being upfront about what's realistically open during a required stop like this.
