Carnival Cruise Line's self reported lowest criminal activity in years
I discuss Carnival Cruise Line's self-reported lowest criminal activity in years, with only three incidents on 29 ships in Q4 2025, compared to Royal Caribbean's 16 reported incidents. I explain how the Cruise Vessel Safety and Security Act allows cruise lines to determine what crimes they report, and I share my experience suing Carnival for over 30 years, revealing that most crimes I've investigated were never reported. I also highlight how crew members—predominantly non-US citizens—are excluded from reporting requirements and are often victims of unreported crimes. I argue that without consequences for failing to report or misclassifying incidents, cruise lines essentially write their own safety narrative.
