If your Royal Caribbean cruise stops in Cozumel, Costa Maya or another port in Mexico, one of the government fees associated with your cruise just increased. Mexico’s Non-Resident Duty for foreign cruise passengers doubled from $5 to $10 per person on August 1, 2026. Under the current schedule, it increases again to $15 per person on July 1, 2027 and then $21 per person beginning August 1, 2028.
